Article I: The Constitution
Section 1.1 - Purpose
A. The Constitution of the Imperial Directorate defines all systems and proceedings
within the Imperial Directorate.
B. The Constitution may serve as a guide to members to understand the realization
behind the basic structure, policies and procedures.
Section 1.2 - Amending the Constitution
A. The Executor can freely amend the Constitution at any given time, except Section
2.2 and 2.3 without approval from the majority of the High Command.
B. The High Command may propose changes to the Constitution, pending both
approval from the Executor.
C. All modifications, revisions and alterations to the Constitution must be documented
and announced to the Imperial Directorate membership.
Article II: The Executor of the Imperial Directorate
Section 2.1 - Authority of the Executor
A. The Executor holds the highest authority in the Imperial Directorate, as granted to
him by the membership through this document.
B. Authority not clearly characterized or reserved by this document is designated to the
Executor.
C. The Executor has the final voice in all matters of the Imperial Directorate.
Section 2.2 - Appointment of a new Executor
A. Upon the retirement of the Executor, he reserves the right to name and appoint the
successor to his position.
B. To counter the retiring Executor’s decision, the High Command must provide a
majority to overrule this decision. The officer, who is nominated, if serving on the
High Command, does not receive a vote, nor does the retiring Executor. The
voting process outlined for an inactive Executor's removal will be followed in this
case. However, unless the High Command has substantial problem with the Executor's
decision, the Council should not enact this power.
C. If the Executor becomes inactive for a period of three months from the last
communication received, the Commandant of the Imperial University may
call for a vote to determine the inability for the Executor to rule the Imperial
Directorate. If this resolution is passed with a majority of the High Command, then
they must determine the successor to replace the Executor.
D. Upon removal of the Executor, the High Command has the right to nominate up
to three candidates for the position of Executor. The High Command may have
the candidates compose an “application” to gain deeper insight in choices and may
also debate the issue on the pros and cons of each candidate.
E. If three candidates are nominated, a first vote will determine the removal of the
candidate with the least ballots. The second vote, between the two remaining
candidates, determines the new Executor by majority. If there are less than three
candidates, the first vote may be bypassed.
F. A period of 48 hours is given for the vote. If a High Command member does not
vote within the given period, it will be assumed the member has abstained from the
vote, and will lose his privilege to vote in a second vote if applicable, and will have
no involvement in the process of selecting a new Executor.
G. The Commandant of the Imperial University is charged with overseeing the entire voting process
assuming he is not nominated for the Executor position. If the Commandant of
the Imperial University is a candidate, these duties will fall to the next High Command member inline, the
Military Operations Director and so on until a High Command member who is not nominated is found. The
Commandant of the Imperial University is charged with naming the High Command member who has the
duties of the vote, and should keep an accurate record of the process.
H. Before the voting process, the Commandant of the Imperial University, or said appointee, will name
one of the non-candidate High Command members to become the tie-breaking vote in the event that
there is a tie. This High Command member will cast the tie-breaking vote to determine the new leader
of the Imperial Directorate.
Section 2.3 - Impeachment of the Executor
A. An impeachment of the current Executor is a rare process and should only be used
in the event that the Executor is leading the Imperial Directorate to ruin.
B. The Executor has no voting rights during the impeachment process.
C. Any member of the Imperial Directorate may bring a charge to the High Command,
who oversees the entire process. The High Command will determine if the claim is
credible and if action is warranted under Imperial Directorate laws. Once the claim is
considered and formed into a charge, the High Command will then begin the process
of impeachment. Upon the start of the process, the High Command will take control
of the Imperial Directorate until the Executor’s trial is complete and a verdict is
rendered.
D. The impeachment process begins by informing the Executor of the charges against
him to justify removal from office. The High Command and senior branch commanders
will convene to form a Grand Council to review the charges and inform the Executor
of the official charges, and cause of action for initiating the charges.
In an event where there is not an senior branch officer available, the next in line
will take the place of the missing officer.
E. The Grand Council will then be directed to vote on the validity of the charges
determined by the Council. The High Command will begin
the voting, where each member of the Grand Council has 48 hours to cast a ballot. The
Commandant of the Imperial University will tally the votes and if
a majority is met, the Executor will be brought to trial.
F. At the trial, the Executor may argue his case to the Grand Council. The Council
may continue the hearing until they are satisfied with the results from their
questioning and the Executor has been allowed to enact a defense and rest his case.
G. The final vote will determine whether or not the Executor is guilty of the charges
placed before him by the Grand Council. The High Command will coordinate the
final vote, where a three-fourths majority is required to determine the guilt or
innocence of the Executor.
H. Upon removal of the Executor from office, if determined by vote of the Grand
Council, the Commandant of the Imperial University will begin the appointment process of a new
Executor as outlined in Section 2.2. The Executor will not be given the ability
to name a successor if he is ousted from office.
Article III: Divisions of the Imperial Directorate
Section 3.1 - The High Command
A. The Executor has formed the High Command to assist with the administration of
the Imperial Directorate. The High Command receives its power from the Executor.
B. The High Command has the authority to make policy and procedural decrees within
the limits of their positions with final approval from the Executor.
C. The High Command has administrative authority of the two branches of the
Imperial Directorate, however, the Chief of Fleet Operations and the
Stormtrooper Chief of Staff have direct authority over their respective branches.
D. The High Command is charged with maintaining the stability, advancement, and
equality of the Imperial Directorate.
Section 3.2 – The Imperial University (IU)
A. The High Command maintains the Imperial University under the administration of the
Commandant of the Imperial University.
B. The IU serves as the training ground for all Imperial Directorate cadets, preparing
them for careers within the Imperial Directorate. The IU also serves as a source
for higher learning for all members of the Imperial Directorate.
Section 3.3 – The Branches
A. The Imperial Directorate is separated into two different branches based on
specialization in Imperial society and interests of the members.
B. There are two branches: The Imperial Navy and the Stormtrooper Corps.
Each branch is lead by an officer on the High Command.
Section 3.4- Divisions of the Branches
A. Members of the Imperial Directorate are either reservists or a member within a
Battlegroup or Battalion. Fleets and Battalions are divided into
Task Forces, Squadrons and Companies, respectively. Each Squadron
and Company is divided into Flight Groups and Squads.
B. Each of the separate division leaderships are charged with the administration and
activity of their structure under the consideration of the High Command.
C. Battlegroup Commanders or Battalion Commanders
are appointed by the branch commander with final authority resting
on the Military Operations Director and the Executor.
Article IV: Honors of the Imperial Directorate
Section 4.1 - Ranks
A. The Imperial Directorate is formed on a system of ranks. These ranks signify the relative experience
of the members.
B. Grand Vizier is the highest rank and is reserved only for those who have serve as Executor.
C. The remaining ranks are separated by branch. The High Command’s ranks are based off of the
standard Imperial ranks of the former Galactic Empire and they are given three exclusive ranks:
Fleet Admiral/Field Marshal, High Admiral/High General, and Grand Admiral/Grand General.
The Council member of the Imperial Navy and Stormtrooper Corps hold military ranks as specified
by their branches.
Section 4.2 – Awards
A. The Imperial Directorate distributes awards to members deserving of recognition for
various services.
B. Awards are approved or denied by the Military Operations Director, and in the majority
of cases his decision is final in determination. Only the Executor has
the authority to override the Military Operations Director.
C. The awards are split into five distinct categories; Merit Medals, Celebration Medals,
Competition Medals, Service Medals and Newsletter Awards. There are three
categories, or “echelons”, that distinguish the importance of the Merit Medals within
the Imperial Directorate and are based on level of achievement and commitment to
service within the Imperial Directorate.
Article V: Justice
Section 5.1 - The Judiciary
A. The Executor is the chief judiciary officer of the Imperial Directorate. The
Executor is the only officer who can determine the guilt or innocence and
appropriate punishment of misconduct by an officer.
B. Any member may issue a complaint to their branch commander requesting an investigation.
All investigations will be conducted by the Executor, or may be conducted by
the branch commander as decreed by the Executor.
Section 5.2 – Process of Determination
A. After receiving a complaint and completing the investigation, the Executor will
inform the branch commander of the charges and the evidence against the member. The Executor
will either approve or reject the charges of the investigation. If rejected, the
process is concluded and the case will be closed.
B. If approved, the Executor will contact the accuser, explain the charges raised
through the investigation. The accuser must agree with the charges. If not, the
process is concluded and the case will be closed.
C. If approved, the Executor will contact the accused concerning the charges
levied against them and offer the accused the opportunity to enter a plea of innocence
or guilt.
D. If the accused pleads guilty, the Executor will impose proper justice. If the
accused pleads innocent, the Executor will allow the accused a three-day period
to prepare a defense.
E. After hearing the defense, the Executor will contact the defendant concerning
the final determination and outcome. The Executor will have
the final say in sentencing. However, the Executor will take into consideration the
evidence presented, the service of the accused, and any other mitigating
circumstances brought to light during the course of the investigation.
F. No offense in the past will have any bearing on the guilt or innocence of a member in
any subsequent case, unless the past offenses have a direct bearing to the current case,
and an existing punishment is currently being served. However, no acquitted offense
shall be used in the consideration of punishment for current offenses, regardless of
relevance to the current case and proceedings.
G. The entire judicial process is kept private unless the member is found guilty. If
acquitted, the member will not be considered in lesser sense on any matters. If the
member has been temporarily suspended or removed from any positions, such
positions shall be immediately reinstated upon acquittal.
H. The Executor shall keep records on the members for use in cases of repeat
offenses, and for historical archival purposes.
Section 5.3 - Conduct and Reprimand
A. Discrimination: Members of the Imperial Directorate should hold all others in equal
regard regardless of gender, race, creed, nationality, or sexual orientation. When
considering individuals for promotions, medals, public praise or acknowledgements;
merits will be judged equally regardless of the before mentioned. In addition, no
member shall be excluded from a promotions, medals, public praise or
acknowledgements because of the before mentioned.
B. Sexual Harassment: No member of the Imperial Directorate shall offer sexual liaisons
and encounters as merit for elevation, award, citation, or other honor, nor shall a
member reward elevation, award, citation, or other honor as compensation for sexual
liaisons or encounters.
C. Crude Behavior: It is expected that members maintain an amount of control over
themselves in all proper Imperial Directorate communications. There are certain
things that should not be said in a public channel, as the club grows, the more likely it
is that someone will take offence to something. Members must think before they type
and keep derogatory and crude remarks out of official channels and communications.
D. Dereliction of Duty: Upon accepting the appointment to a position, a member of
the Imperial Directorate accepts all aspects of responsibility attached to the position. The
duties of the lowest member are just as important as the highest, and therefore, must
be fulfilled willfully and with the highest regard to the good of the Imperial
Directorate, that is to say that leaders shall work towards the betterment of the whole.
Members, who are unable to fulfill the duties assigned to them, after proper
communication of the dereliction from their superior, shall be relieved of their duties.
E. Abuse of Power: The leaders of the Imperial Directorate are expected to maintain
high levels of integrity while using the powers that have been granted to them by their
position. As such, leaders of the Imperial Directorate shall not use their position to
unfairly elevate or award a member, or use their influence to promote an individual
division above others. It is also unacceptable for a leader of the Imperial Directorate
to accept a gift of any sort in return for any reward granted to a member or unit of the
club. Leaders are expected to act as role models.
F. Verbal Abuse: Members of the Imperial Directorate are expected to remain civil with
each other. Verbal abuse can take the form of swearing; non Star Wars related insults,
or implied negative meanings of any form. Members who are found to consistently
verbally abuse other members will be punished according to the severity of action.
G. Disreputable Behavior: No member shall willfully partake in any action that brings
disrepute onto the Imperial Directorate. They are expected to act in the club's best
interest. Members found to be causing harm to the club's image shall be punished
based on their actions. This category includes many actions taken by members
outside the club activities that reflect on the organization.
H. Cheating: Members, who willfully and knowingly exploit, abuse, or otherwise
tamper with official game play or official activity in the form of competitions, tests,
or other activities, shall be punished.
I. Plagiarism: Any member of the Imperial Directorate who copies another’s fiction,
artwork, or creative idea without giving credit to the source is guilty of plagiarism.
The Imperial Directorate will not tolerate the stealing of intellectual property from
other members of the club or the online community.
Section 5.4 – Penalties
A. The High Command have the authority to issue public and private official letters
of reprimand.
C. The Executor has the authority to impose upon the members a specific period of
probation. During a probationary period, the member cannot receive promotion,
appointment to a command position, or any citation or honor of merit without the
explicit permission of the Executor.
D. The Executor has the authority to abolish member access to any official
communication media within the Imperial Directorate.
E. The Executor has the authority to impose demotion of rank, revoke medals and
citations awarded to the member in whole or in part for any offense or act that is
found to be in contradiction to the rules and policies of the Imperial Directorate.
F. The Executor is the only one with authority to impose expulsion of a member from
the Imperial Directorate.
Section 5.5 – Executive Powers
A. The Executor is entitled to special executive powers in time
of crisis, when the security and stability of the Imperial Directorate is at risk, or when
a member has become an immediate threat to members and the club.
B. The Executor may enact these executive powers on a member
pending a full investigation and informing the accused of the charges. Upon
enacting executive powers, the accused member’s dossier, database access, IRC
channel access and related communications, and other forms of control are removed for
the security of the Imperial Directorate.
C. Due to the executive powers immediately assigning guilt to the member, it should be
used with caution and as a final resort.
D. The Executor, will determine the sentence after the
procedures outlined in Section 5.1 and 5.2 are complete.
Article VI: Members
Section 6.1 - Rights of the Members
A. All members regardless of rank or position shall be held accountable under the same
standards of conduct. All accusations and subsequent punishments will make no
distinction between members based on rank, position or tenure within the Imperial
Directorate, except in such cases that the Constitution has special provisions outlined
for certain ranks, positions or tenures.
B. Any member may approach his superiors with issues and complaints he is currently
facing without harm or fear of retribution.
C. Complaints should always be sent to the direct superior of the member. If the
complaint involves that superior, the complaint should follow the Chain-of-Command.
D. Any member regardless of position, rank, class, or tenure within the Imperial
Directorate has the power to recommend promotions, awards or other honors for
other members. All recommendations must be made to the proper authority, but will
be considered equally to those with the proper ability.
Article VII: Ownership of the Imperial Directorate.
Section 7.1 – Ownership
A. Salth Khan and Talon Jade both hold 40% ownership of the Imperial Directorate.
These two gentlemen may transfer their ownership to a chosen member at any time,
assuming the two agree on the transferring member.
B. The current Executor of the Imperial Directorate receives an additional 20% ownership of the
Imperial Directorate out of respect for the position. Currently Salth Khan holds this
position, thereby granting him 60% ownership of the Imperial Directorate.
C. Upon the retirement or impeachment of the Executor, ownership shall pass to the next appointed Executor,
thereby maintaining a balance in ownership of the club.
