**NOTE: It is advised that you have some passing familiarity with the Imperial Senate Manual before taking this exam. While we strive to provide as much useful information in the course notes, some additional information may be required that can be found in this manual.


What is the Senate?

The senate is the Executor’s tool to rule all the systems and planets within the Imperial Directorate. Just as Emperor Palpatine used the regional governors and Moffs to control his Empire, so do we help the Executor. We do everything from overseeing day-to-day activities of each planet but we also hold debates within the senate and come up with and enact new legislations and laws.


The Leadership

The Military Council is the ruling body of the Directorate. Members of the Military council oversee the entire Directorate. The Senate leadership on the other hand runs day-to-day operations of the planets themselves and their representatives. They do not represent any actual planets but may participate in Senate competitions according to their planet of origin. A leader of the senate may not influence planetary voting, but may belong to a Party and debate to that end (albeit with minimal activity, as their position commitments should always take priority over the party). They may compete in Senate-wide or Party competitions if they have not been tasked to moderate or run the competition.

HC-1 Chancellor of the Senate (CHS)

The Chancellor is the leader of the Imperial Senate, chosen by the Executor. He appoints Senate leaders, and has the authority to approve or deny Senate legislation. It’s his responsibility to report weekly on the state of the Senate to the Executor, as well as release a “Senatorial Address” every month. The Chancellor acts as the chief administrator of the Senate Complex, which includes the Senate Hall, Forum, Floor, and University. All Senate-wide competitions must receive CHS approval and awards above the Emblem of the Senate [EoS] are strictly distributed by the Chancellor.

HC-2 Senator Prime (SPR)

The Senator Prime is the second-in-command of the Imperial Senate. His primary duty is to oversee Parties within the Imperial Senate; hence all party-based competitions require SPR approval. Additionally, ideas submitted for Senate-wide competitions (at the party-level) must go through the SPR before they’re forwarded to the Chancellor. The SPR also acts as the administrator of the Senate Floor, scheduling legislation drafts and bill proposals. He is elected every three months by a majority vote of the senate.

HC-3 Minister of Records (M: REC)

The Minister of Records is responsible for approving all medals below [EoS] and maintaining the Senate’s rosters, which includes transfers, updating personal information, and the Senate’s primary mailing list. He is to have a copy of not only the main Senate/Planet rosters, but the roster of every Party as well. The M: REC also approves all promotions below the rank of Exarch. Works closely with the Director of Operations.

HC-4 Dean of Education (D: EDU)

The Dean of Education has the job of maintaining the Senate’s institution of learning, the Imperial University. He is in charge of appointing new Professors, approving new Senate courses, tutoring new applicants, keeping the Core Exam up to date, and maintaining an accurate roster of graduates from all courses. Works for the Directorate Headmaster.


Party and Committee Leaders

Party Leaders (PL)

Party leaders are in charge of the ideological parties of the Imperial Senate. They prepare the party rosters, make sure members maintain party beliefs and prepare competitions for party members. They are also the voice of their parties vote in all major voting situations. These are also elected every three months.

Committee Leaders (CL)

Committee leaders are in charge of the various groups within the senate such as the Debate Committee. They maintain Committee rosters as well as giving them activities and things to do. The Senator Prime appoints committee leaders.


Voting Procedures

Voting procedures are simple. A senator puts forth a motion to the party, committee or senate as a whole (this depends on the subject), if it is seconded then it will become an official vote with a deadline on when all votes must be turned in. The Senator Prime and the Chancellor will both tally the votes.

As far as elections, members running for whichever position they are trying to achieve will have two weeks to campaign and try to gain votes. At the end of the two weeks the members will vote for whichever candidate they want. The Chancellor will then announce the winner.

**NOTE: The people running for said office are not allowed to vote.

The Directorate is divided up into two sectors and four systems, comprising fifteen planets.

Senators will run day-to-day operations of their planets. Planet representatives will manage their monthly income by upgrading facilities, buying defenses etc. Their income will vary on the facilities they have and buy. Planets will be ran by five senators each and those senators will vote amongst themselves on how best to spend their monthly income. Once it is spent though it cannot be changed. These changes will also be reflected in not only Senate role-play and run on but will effect the Navy and 501st as well.

The senior senator is the veteran senator of the planet and is the tiebreaker of the other four senators. He can also veto ideas brought up by the other four senators if he feels its bad for the planet. He gives his planets vote on all major votes.


Parties/Committees

Parties are groups of people who share the same ideological political ideas. You are expected to pick one of these parties when you join. The three parties are as shown below:

Conservative - These members are fanatical followers of Palpatine’s New Order and don’t believe anything should be changed.

Liberal – These members feel that the old ways are stagnant and causing the death of the Empire. They push for reform and new ideas.

Independents – Independents don’t follow any particular party ideas. They can vote or act any way.

**NOTE: All members will be in one of these three groups. You can choose once you join and have passed your education.


Committees are special groups inside of the senate that members can join that focus on particular activities. You must petition to a Committee chairman to join.

Debate Committee – They do weekly debates and also design debates for the entire Senate.

Trivia Committee – Specialize in Star Wars and Directorate trivia. Run weekly comps within the committee and the entire Senate.

Architecture Committee – Design websites and graphics for Senators and their planets.

Education Committee – Design new courses and educational tools for the Senate and Imperial University. They also help new recruits.

Historical Committee - These guys help the MoI by cataloguing all Run Ons, Fictions and other important things such as major senate wide debates.


What is expected of you?

You are expected to work with the other senators of your planet to constantly improve your planet and upgrade its commerce and defenses. You are expected to at least let your senior senator know once a week that you are alive. It is also highly recommended that you participate in all senate wide votes, discussions and debates.
